A brand is a business decision before it is a design decision.
If the business cannot say who it is for, why it matters and what it wants people to do next, a new logo will not fix the problem.
Good brand work begins upstream. It asks what the company is trying to become, where the revenue should come from, what the customer must believe and what the business can honestly promise.
Design gives those decisions a visible form. It can make the company easier to recognize and trust, but only after the position is clear. Start with the choice. Then make it beautiful.
